What happens when a server in a load balancing DNS delegation comes back online after downtime?

I've recently read about using a DNS delegation for load balancing purposes. The original wikipedia article is here; https://en.m.wikipedia.org/wiki/Load_balancing_%28computing%29?wprov=sfla1

Within the article is stated;

"A short TTL on the A-record helps to ensure traffic is quickly diverted when a server goes down. "

I'm overjoyed that this automated failover behavior exists. My question though is what happens when a server in a DNS delegation comes back online after experiencing downtime?
