Use PHP to connect to SQL Server 2016 database on remote web server

We currently have two SQL Server 2016 VM's working as part of a failover cluster in Windows Server 2016. We need to demonstrate table population which we would like to do from a CMS running on a remote web server running IIS however we are not able to connect using the standard MySQL connection script that is suitable for MySQL databases.

We are getting the error "No connection could be made because the target machine actively refused it".

Does some configuration need to be done inside the SQL cluster to allow for remote PHP connections or is this a issue on the web server side?

The SQL servers are using Active Directory Authentication and we are attempting to connect using the Domain Admin account. Is this correct?

Any help with this would be appreciated!
