php 7.3.5 null values are 6 characters long

On CentOS 7.6.1810 updating things to httpd 2.4.33 and php 7.3.5 with Oracle 11

Existing apps from php 5.6 now doing strange things with null values.

Initially starting http and running my app strlen(null) is 0, but after writing to the database null strings turn into 6 character hex'0's and strlen(null) returns 6. This is the only area that seems to be misbehaving, reading and writing other information is working as expected.

Is this something corrupting my php version? What sort of thing would cause this and where would I look? I'm not seeing anything obvious in "make" or "make test"
