Outlook reservations on behalf of dummy user

We are trying to use Microsoft Outlook 365 as a lightweight resource planning tool.

In order to decide whether Outlook can fulfill our basic requirements, I would highly appreciate any suggestions if (and how) the following scenario can be realized in Outlook 365:

  • multiple users (perhaps combined in some sort of group) can invite other users to meetings on behalf of a general (dummy) user

  • on behalf of the dummy user, two resources shall be reserved: a room and a piece of equipment to be placed in this room

  • on behalf of the dummy user, each user must be able to change reservations made by other users.

  • for each user, it must be possible to find out easily which equipment is located in which room
