On questions regarding proposed solutions of famous open problems

I would like to know the MSE ''rules'' that govern posts asking the community to verify purported solutions of open problems.

This is because yesterday, there was a post Another claimed proof of the Riemann Hypothesis on viXra, is it correct? asking the community to check a certain claimed proof of the RH. This question was severely downvoted, and strangely, its corresponding wrong answer https://math.stackexchange.com/a/3011521/507152 was upvoted.

But that post is certainly no different from Proof (claimed) for Riemann hypothesis on ArXiv which got 50 odd upvotes.
