How can I make a procedural pavement like in the reference image?

just like the title says, is this even possible to do? My initial idea was to use and array, with some cubes and the use a displace modifier with a pixelated image, to be able to achieve that effect, but it doesn't seen to work, because the displace modifiers is applied to the single cube, but other than that i have no idea on how to do it, if anyone was a better idea, please share it, I would like to hear.
