Google only indexed my domain without any of the subdomains in my sitemap

I create an index sitemap.xml and put each of my subdomains URLs in an xml file:

<sitemapindex><sitemap><loc>http://example.com/sitemap_en.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_ar.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_tr.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_ku.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_ckb.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_static.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_all.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_all_2.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_all_3.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_all_4.xml</loc></sitemap><sitemap><loc>http://example.com/sitemap_all_5.xml</loc></sitemap></sitemapindex>

and if you visit http://www.example.com/sitemap_tr.xml you can see Turkish URLs:

<url><loc>http://tr.example.com/knowledge/Q779698/web</loc><lastmod>2016-11-19T10:27:42+00:00</lastmod><changefreq>weekly</changefreq><priority>1.0</priority></url>

But Google only indexed example.com without any subdomains. It seems Google completely ignores our subdomains. Is this usual and what is the reason for this? How can I tell Google to index my subdomains too?
