Force charging/rebooting an android phone

I got a new phone several monthes ago. I've basically let the old one, a Samsung Galaxy S7, sit around untouched ever since. But I recently realized there is some info etc. on the old phone I still need to look up. However, the phone will not accept a charge anymore (likely because I let it sit around and drain its battery for too long?). It will display the charging battery icon when plugged in, and even the initial start up screen when a restart is attempted, so it isn't completely dead. However, no matter how long I leave it plugged in, it doesnt charge and therefore will immediately shut off due to low battery if I try to turn it on.

I'm not sure if this is the right site to ask this on (and if it isn't, sorry, my bad) but does anyone know how I can fix this? Is there a way to force a bit of charge into the battery so it will (hopefully) be able to charge normally again (or at least function for a few minutes)? Thanks

NOTE: The charger isn't the issue. I used it to charge another device and it worked fine.
