Are all search engines with significant traffic commercial?

Google, Bing, (Yahoo?), Baidu, DuckDuckGo - these are all popular web search engines, run by commercial companies, and directly-or-indirectly, for profit.

Are there, however, any search engines which are both general (i.e. not domain-specific, like scientific articles), free to use, run by non-commercial entities, not for profit - that are at least marginally popular?

Note: I don't need a list of those, I just want a "Yes, example" or "No, possible explanation / historical note" answer
