Adding data URI to home screen gives "app isn't installed"

For formatting notes and information that doesn't frequently change, I use HTML encoded as data: URIs. For quicker access, I attempted to add them to my home screen from Chrome. A shortcut is created on my home screen. The Chrome logo is on the bottom right-hand corner of the icon like other pages, but when I press the shortcut, I receive the message App isn't installed. Why won't it open a data: URI in Chrome?
